TLC Engineering was contracted by MOCA Systems to serve on the Program Management Team for the proposed Justice Center Complex in Houston, Texas. TLC assisted with ensuring that the final request for proposal (RFP), performance specifications, and project agreement were clear, complete, compliant, and served the City’s best interest.
Phase I entailed conducting documentation reviews, providing risk identification, and preparing the performance standards as well as the Operations and Maintenance Manual. TLC served as the engineering consultant and was responsible for developing various performance standards. This was an approximately five- year project.
